  Management Review and Business Strategy in Matsuura Railroad
■ Outline
  The third-sector railroad companies were introduced as one of the restructuring measures to address the accumulated deficits of the former Japanese National Railways (JNR) caused by the rapid progress of motorization, but there are many third-sector companies that are in financial difficulties. Matsuura Railway, a third-sector company headquartered in Sasebo City, Nagasaki Prefecture, has been in business since 1988, and for eight consecutive years from FY1993 to FY2000, it maintained an operating coefficient of less than 100 and an operating surplus, and has been called an "honor student of the third sector.
