  Fluency in lower-level reading processes is a cornerstone to successful reading comprehension. Without comprehension, reading cannot be input. Second and foreign language programs need to pay more attention to reading fluency. Reading fluency means fast and accurate character and word recognition, and also basic post-lexical processes such as parsing sentences. There are theoretically and empirically robust methods for helping learners with reading fluency. Fluency building programs are also rich grounds for research and we offer questions and areas for research.
