  Adapting Militaries to Peacekeeping and Policing Roles: Effects of Peacekeeping on Militaries and the Stresses and Strains of Operations

  While peacekeeping is a familiar concept, with attendant problems of rules of engagement, civil cooperation, and political interface, there is less clear understanding of the problems faced by militaries in adapting themselves to peacekeeping and policing roles. Most studies of the military and peacekeeping have focused upon how effective is a PKO, or the institution conducting it: vital concerns but not taking into account the difficulties faced by militaries in adapting to the extraordinary stresses of peacekeeping and policing roles, while maintaining forces at peak war-fighting standards. Examples from Northen Ireland, the Balkans, South East Asia, the Middle East, and Africa are used. No single national or institutional model is proposed, rather the cream of global peacekeeping‘best practice’in operations, and in police and civil administration interface are examined, to ensure the most effective peacekeeping effort possible is achieved.
