  “Japan's Defense Diplomacy and“Cold Peace”in Asia”

  Despite the end of the Cold War, a“Cold Peace”seems to prevail in East Asia. Political divisions have been reinforced by China's increasing wealth and power, instability on the Korean peninsula, and disputes related to Japan's imperial legacy. Elsewhere, the end of the Cold War witnessed increased exchanges, as trade, communications, and diplomacy flourished. Defense diplomacy was one of the least expected, but most successful, means of cementing new relationships among former antagonists. This article examines aspects of defense diplomacy, highlighting potential avenues for development, primarily for Japan. These include exchanges, defense training, and a range of operational cooperation initiatives, particularly in peacekeeping, that have been largely avoided for fear of worsening already troubled relations. The Japan Self Defense Forces (JSDF) are examined as defense diplomacy actors in the light of potential changes to their status, and how they may contribute to resolving seemingly intractable disputes.
