  Prime Minister's Office and the LDP Politics: A Historical Account of the Koizumi Administration

  The Koizumi Cabinet promoted Prime Minister's Office leadership. However, the Prime Minister's Office initiative had also been attempted inthe earlier administarations.This article, examining the constitutional systems before and after the WWII, takes up the foreig policy decisio maling process as a case study. The Arthour argues the differnences of Prime Minister Office's diplomacy and the Prime Minister's diplomacy being based on the diferent principles of managemets of the foreing policy and concludes the Koizumi Cabinet conducted Prime Minister's diplomacy and that the reason why the power appeared to be concentrated in the office is the serial upheavals of Foreign Minister Makiko Tanaka.
